Though it's an 'employment-based' visa,

it does NOT require a job offer (for sponsorship)

nor a labor certification (PERM, to prove that no such worker can be found in the U.S.)

as long as your 'endeavor' is deemed to be in the national interest of the USA.

*The fact that it's an employment-based visa means we still have to fill out Form ETA-9089 for the Department of Labor.
